Gentlemen,

In answer to your letter of the 11th October,
and regarding the points raised by the Colonial Office
on the 6th October.
As I understand the proposal the idea is to
substitute a subway or heading to carry the pipes across
the Harbour instead of laying them in a trench dredged
in the harbour bottom.
It being understood that when the question of
transport between Victoria and Kowloon arises, the works
would form part and be utilised in the formation of a
tunnel for vehicular traffic.
The following remarks are provisional, and
subject to confirmation by survey, borings, etc. taken
on the site.
It is assumed that the line, shown as hard
rock under the Harbour, on the P.W.D. Section of proposed
line of pipes, is granite rock of a uniform nature and
homogeneous, not likely to be liable to fissures and
disturbances from faults. This can only be ascertained
by borings which enable a core of the rock to be examined.
The subway suggested would be approximately
8 feet by 8 feet. This would give room for the two water
pipes proposed, and could accommodate also cables and
other pipes if required.
